The QA Lead / Test Manager is responsible for planning, managing, and executing testing strategies for Integrated Eligibility Systems (IES) and related eligibility, enrollment, and case management platforms. This role ensures system functionality aligns with state and federal eligibility policies, business requirements, and compliance standards across Medicaid and other public-benefit programs.


The ideal candidate has hands-on experience leading testing efforts in eligibility system implementations or modernization initiatives, and is comfortable coordinating across policy, business, development, and vendor teams in a public-sector environment.


Key Responsibilities

  • Lead end-to-end QA and testing activities for eligibility, enrollment, renewals, and case management modules.
  • Develop and maintain test strategies, test plans, and test schedules aligned to project timelines and release cycles.
  • Manage functional, integration, regression, and user acceptance testing (UAT) for eligibility systems.
  • Validate system behavior against Medicaid, SNAP, TANF, Childcare, and other HHS program rules.
  • Coordinate testing activities across cross-functional teams, including business analysts, policy SMEs, developers, and vendors.
  • Review and approve test scenarios, test cases, and expected outcomes for eligibility workflows.
  • Track and manage defects, working with technical teams to ensure timely resolution and retesting.
  • Provide regular QA status reporting, risk assessments, and readiness updates to project leadership.
  • Support go-live readiness, cutover planning, and post-implementation stabilization (β€œhypercare”).

Required Qualifications

  • 5–10 years of experience in QA, Test Management, or Quality Assurance leadership roles.
  • Hands-on experience testing eligibility and enrollment systems, preferably within an Integrated Eligibility System (IES) environment.
  • Strong understanding of eligibility workflows, determinations, renewals, verifications, and notices.
  • Experience supporting public-sector or healthcare systems, particularly Medicaid or HHS programs.
  • Proven ability to lead QA teams and coordinate testing across multiple workstreams.
  • Experience with defect tracking and test management tools (e.g., Jira, ALM, Azure DevOps).
  • Strong analytical, documentation, and communication skills.

Preferred Qualifications

  • Experience testing systems built on platforms such as IBM CΓΊram, Oracle OPA, Pega, or similar eligibility solutions. Β 
  • Familiarity with Agile and hybrid delivery methodologies. Β 
  • Experience working with consulting firms or system integrators (e.g., Deloitte, Accenture, IBM). Β 
  • Knowledge of integrations with federal or state data sources (SSA, CMS, IRS, FNS). Β 
  • Prior involvement in eligibility system modernization or system replacement initiatives.
