Job Description:
Parsons is seeking an experienced Senior QA/QC Document Controller(Saudi National) to manage quality documentation, document control processes, compliance records, and information management activities for a major Airport, Infrastructure, and Airfield Development Project.
The successful candidate will be responsible for establishing and maintaining effective document control systems to ensure that all QA/QC records, inspection documents, technical submissions, testing records, approvals, and project quality documentation are accurately managed, tracked, and available throughout the project lifecycle.
The Senior QA/QC Document Controller will support quality management activities across complex airport developments including passenger terminals, runways, taxiways, cargo aprons, aircraft stands, external infrastructure, utilities, MEP systems, ICT, and airport operational facilities.
The role requires strong experience in construction document control, quality records management, digital document management systems, and coordination with engineering, construction, QA/QC teams, contractors, and client stakeholders.
What You'll Be Doing:
- Manage and maintain the project QA/QC document control system in accordance with project procedures and requirements.
- Establish effective workflows for receiving, reviewing, distributing, tracking, and archiving quality documentation.
- Maintain accurate records of:
- Inspection and Test Plans (ITPs).
- Inspection Requests (IRs).
- Material approvals.
- Method statements.
- Test reports.
- Non-Conformance Reports (NCRs).
- Corrective Action Reports (CARs).
- Quality records and certificates.
- Ensure all quality documents are properly registered, controlled, and traceable.
- Maintain comprehensive quality documentation databases and registers.
- Ensure availability and traceability of quality records required for project audits, handover, and closeout.
- Manage documentation related to:
- Civil works.
- Structural works.
- Architectural works.
- Mechanical systems.
- Electrical systems.
- ICT systems.
- Airfield systems.
- Utilities infrastructure.
- Verify completeness and accuracy of quality records submitted by contractors and subcontractors.
- Review submitted QA/QC documents to ensure compliance with project requirements and document control procedures.
- Monitor document status including:
- Submitted.
- Under review.
- Approved.
- Approved with comments.
- Rejected.
- Closed.
- Track outstanding documentation and follow up with responsible parties.
- Support QA/QC teams in maintaining compliance with project quality requirements.
- Manage project documentation through electronic document management systems (EDMS) and Common Data Environment (CDE) platforms.
- Support document workflows using systems such as:
- Aconex.
- Procore.
- Autodesk Construction Cloud / BIM 360.
- SharePoint.
- ProjectWise.
- Similar document management platforms.
- Ensure proper document naming conventions, revision control, metadata, and approval workflows.
- Support digital records management and information exchange processes.
- Support internal and external quality audits by ensuring availability of required documentation.
- Prepare quality document registers, audit reports, and compliance records.
- Assist QA/QC teams during client, consultant, and regulatory audits.
- Ensure quality documentation complies with:
- Project Quality Management Plan.
- ISO 9001 requirements.
- Contract requirements.
- Client procedures.
- Track audit findings and support closure of documentation-related actions.
- Coordinate with:
- Project Quality Manager.
- QA/QC Engineers.
- Construction teams.
- Engineering disciplines.
- Contractors.
- Consultants.
- Client representatives.
- Follow up on missing, delayed, or incomplete quality submissions.
- Support communication between project teams regarding documentation requirements.
- Ensure timely submission and approval of quality records.
- Support preparation of project quality dossiers and handover documentation.
- Ensure completeness of:
- Inspection records.
- Test certificates.
- Material certificates.
- Commissioning records.
- As-built documentation.
- Operation and Maintenance records.
- Warranty documentation.
- Support final project closeout and asset handover requirements.
- Maintain organized records for future operational reference.
- Prepare document control reports and dashboards including:
- Submission status.
- Approval status.
- Outstanding documents.
- Quality record completion.
- Closeout progress.
- Monitor document control KPIs and identify improvement opportunities.
- Provide regular updates to QA/QC management and project leadership.
- Maintain document registers and tracking logs.
- Support improvement of QA/QC documentation processes and workflows.
- Identify opportunities to improve efficiency, accuracy, and accessibility of project records.
- Ensure consistent application of document control procedures across project teams.
- Support implementation of digital information management practices.
- Promote best practices in quality documentation management.
What Required Skills You'll Bring:
- Bachelor's Degree or Diploma in Engineering, Construction Management, Document Control, Business Administration, or related discipline.
- Professional document control or quality management certification is an advantage.
- Minimum 8 years of experience in QA/QC document control, construction documentation, or project information management.
- Proven experience supporting major:
- Airport projects.
- Infrastructure developments.
- Transportation projects.
- Large-scale construction programs.
- Strong experience managing quality documentation for complex multidisciplinary projects.
- Experience working with:
- Delivery Partners.
- PMC organizations.
- EPC contractors.
- Consultants.
- Client-side project teams.
- Strong knowledge of document control processes, workflows, and quality documentation requirements.
- Good understanding of:
- ISO 9001 Quality Management Systems.
- Construction quality procedures.
- Inspection and testing documentation.
- Document registers and revision control.
- Handover and closeout requirements.
- Proficiency with document management systems and digital platforms.
- Ability to manage large volumes of technical and quality documentation.
- Strong organizational and coordination skills.
- Excellent attention to detail and accuracy.
- Good communication and stakeholder management abilities.
- Ability to work effectively within a fast-paced airport project environment.
What Desired Skills You'll Bring:
- Certified Document Controller, Information Manager, or equivalent qualification.
- Experience supporting international airport mega-projects.
- Knowledge of ISO 19650 information management principles.
- Experience with BIM-based document management and Common Data Environment (CDE) workflows.
- Experience with FIDIC or similar international contract frameworks.
- Experience supporting Design-Build, EPC, PMC, or Delivery Partner project delivery models.
