A little bit about the role

City of Boroondara is transforming how property, planning, permitting and other essential Council services are delivered to the community. We are seeking an accomplished Senior Test Lead to establish and lead the Council-side quality and testing function through configuration, integration, data migration, business acceptance and implementation readiness.

The Senior Test Lead will provide specialist quality and testing leadership for the Property, Planning and Permits project and the broader Transform Boroondara Program.

This is a hands-on leadership role with the authority to establish the Council-side testing approach, coordinate multidisciplinary Council and supplier resources, challenge the quality of delivery evidence and provide clear recommendations to senior governance forums on implementation readiness.

You will establish and govern a risk-based testing approach, lead end-to-end testing and business acceptance, and coordinate targeted assurance across critical business processes, data, integrations and controls. You will also help establish sustainable testing, regression and continuous assurance practices that Council can use to manage future SaaS releases.

Working closely with business sponsors, ICT, delivery partners and specialist assurance providers, you will ensure solutions are fit for purpose, compliant, reliable and ready to implement.

The role will interpret the Program Quality and Testing Standards and develop the procedures, evidence requirements and controls needed to apply them. It will direct Council-side testing across system configuration, integrations, data migration, critical business journeys, financial and regulatory controls, cutover and operational readiness.

You will work with employees at all levels across Council and lead multidisciplinary resources from Council, delivery partners and specialist assurance providers.

Key responsibilities include:

  • Establish and govern the quality and testing approach for the Property, Planning and Permits project and the broader Transform Boroondara Program.
  • Lead system integration testing, end-to-end testing, business acceptance, defect management and implementation-readiness assessment.
  • Establish clear traceability between business requirements, risks, test coverage, results, defects and acceptance decisions.
  • Coordinate targeted assurance across financial controls, data integrity, migration, compliance, privacy, security and operational readiness.
  • Critically assess supplier test plans, results and supporting evidence, ensuring Council has sufficient independent evidence to make informed implementation decisions.
  • Lead and coordinate multidisciplinary Council, supplier and specialist assurance resources across concurrent workstreams.
  • Provide authoritative advice to senior stakeholders, business owners and governance forums on quality risks, readiness and conditions for acceptance.
  • Establish a proportionate automation and regression approach that can be sustained by Council following implementation.
  • Support the development of stronger testing and continuous assurance capability across Council.

A little bit about you

Β 

You are an accomplished quality and testing leader with substantial experience delivering complex SaaS, ERP or enterprise-system implementations. You have personally led testing across integrations, data migration, end-to-end business processes and business acceptance, rather than only coordinating test activity or reporting progress.

You bring strong knowledge of risk-based testing, test governance, traceability, evidence management, defect management, automation and implementation readiness. You are comfortable challenging delivery partners, identifying gaps in testing evidence and providing clear, independent advice to senior stakeholders and governance forums.

You will have strong analytical, interpersonal and communication skills, with demonstrated ability to:

  • Establish and lead testing within complex, supplier-led delivery environments.
  • Coordinate business, technical, supplier and specialist-assurance resources.
  • Translate complex technical, financial and operational evidence into clear recommendations.
  • Negotiate priorities and resolve issues across multiple delivery workstreams.
  • Balance strategic test leadership with direct, hands-on involvement in plans, evidence, risks and decisions.

Experience with local government, regulatory services, financial controls or revenue-related systems will be well regarded.

Β 

A relevant tertiary qualification, or equivalent specialist training and experience, is required. ISTQB Advanced Test Manager certification, or an equivalent qualification, is highly desirable.
