Job Description
The Flight Test Manager oversees the planning, coordination, and execution of test flight operations for Part 23 commuter aircraft during development, production, and certification phases. This role ensures that all flight test activities align with regulatory compliance, customer requirements, and organizational goals for aircraft performance and safety.

Key Responsibilities
- Lead and manage flight test programs for commuter aircraft (Part 23), including prototype, certification, and production test flights throughout a Type Certification (TC), amended (TC), and Supplemental Type Certification (STC) projects.
- Coordinate engineering, manufacturing, quality assurance, flight operations, and certification teams to align flight test activities with program milestones spelled out in PSCP (Project Specific Certification Plan), and TIA (Type Inspection Authorization).
- Oversee the safe operation of test aircraft, including TRB (Test Readiness Board), SRB (Safety Review Board), test hazard analysis, and risk mitigation planning per company procedures, Program Letter, and the βConditions and Limitationsβ listed on FAA form 8130-7 (Special Airworthiness Certificate).
- Manage detailed test flight plans, schedules, and resource allocation to support aircraft company test flights as well as test flights to Show Compliance.
- Ensure compliance with applicable aviation regulation FAA Part 23 commuter aircraft (up to 19 passengers), company policies and procedures, and internal safety protocols.
- Review and approve flight test procedures, instrumentation requirements, and aircraft configurations.
- Manage flight test teams, including test pilots, flight test engineers, data analysts, Quality and ground support staff.
- Oversee the collection, analysis, and reporting of flight test data for validation of aircraft systems, performance, and handling qualities.
- Serve as a primary liaison with regulatory authorities, customer representatives, and internal leadership during certification and customer acceptance flight campaigns.
- Participate in root cause investigations and corrective action development when test results fall outside specification.
- Drive continuous improvement in flight test operations, safety, efficiency, and documentation processes.
Qualifications:
- Bachelorβs degree in Aerospace Engineering, Mechanical Engineering, or a related discipline.
- 7+ years of experience in flight testing commercial aircraft (development or production).
- 3+ years in a leadership or project management role within a flight test or aircraft certification environment.
Technical Skills:
- In-depth knowledge of commercial aircraft systems, flight test methodologies, and data analysis.
- Familiarity with FAA and/or EASA certification processes for Part 23 aircraft.
- Strong understanding of instrumentation, telemetry, and data acquisition systems.
Soft Skills:
- Strong leadership, coordination, and team management abilities.
- Excellent verbal and written communication skills.
- Ability to work effectively in cross-functional teams and high-pressure environments.

- Experience managing flight test activities for new aircraft types or major system modifications.
- Experience interacting directly with OEM customers, regulators, and quality organizations.
- Exposure to aircraft production environments and delivery processes.

Working Conditions
- On-site work in manufacturing and test flight facilities is required.
- Travel to flight test sites and customer locations may be necessary.
- Irregular hours and extended shifts during test campaigns should be expected.
- Work includes exposure to active airfield environments and aircraft operations.
